Do I need a visa to enter Cape Verde?

There are two different things, Visa and Airport Security Fee called TSA (Taxa de Segurança Aeroportuária).

Airport Security Fee (TSA)

All citizens wishing to visit Cape Verde must pre-register online up to 5 days before the start of the trip and pay the Airport Security Fee (TSA).

The pre-registration of visitors consists of the provision of passport data, information on the expected dates of arrival, flight number, date of departure and place of accommodation, in order to previously check the safety of travelers by national authorities.
